Job Details

DG Shipping, Mumbai seeks three retired Central Government Accounts/Finance cadre officers as Consultants to provide professional support to FAAPP. Key responsibilities include scrutiny and processing of financial proposals and bills; financial vetting of procurement in line with GFR/DFPR/FR/CCS Rules; budget preparation and expenditure monitoring; maintenance, review and reconciliation of accounts with PAO and banks; preparation and consolidation of financial statements, utilization certificates and statutory returns; ensuring compliance with financial regulations and audit requirements; handling Internal Audit/C&AG inspections including draft replies; monitoring and settlement of audit objections; advisory support on financial propriety and procedures; strengthening internal controls and risk mitigation; supporting timely finalization of annual accounts; coordinating with PAO and internal divisions; and any other finance/accounts-related work assigned. Consultants will report to DDG, FAAPP or another officer assigned.

Eligibility Criteria:

  • Who may apply: Retired Central Government officers from the Accounts/Finance cadre (AAO/AO/Audit/Admin streams) meeting level criteria.
  • Skills: Strong analytical and financial scrutiny skills; familiarity with Government financial rules, audit procedures, statutory compliance; ability to draft audit replies and financial notes; ability to work independently and with divisions; good communication and interpersonal skills; integrity and confidentiality.
  • Reporting: Consultants will report to DDG, FAAPP or another officer assigned.

Salary Details

> Allowances: No DA, HRA, increments, performance-linked incentives, pensionary benefits, or terminal benefits shall be admissible.

Other Information

  • Remuneration basis: Monthly remuneration fixed at the difference between last basic pay drawn at retirement and basic pension (including commuted portion), as per Department of Expenditure OM dated 09.12.2020; fixed for the entire contract period; no negotiation beyond admissible remuneration.
