Exam Pattern

1. Structure:
Phase I objective test has two parts — Part A General and Part B Trade related. Part A comprises General Knowledge, General English, Reasoning and Quantitative Aptitude.
2. General Knowledge:
5 questions / 5 marks
3. Quantitative Aptitude:
5 questions / 5 marks
4. Trade related:
20 questions / 20 marks
5. Total:
30 questions, maximum 30 marks. Each question carries one mark. There shall be no negative marks.

Syllabus Details

1. Part A — General Knowledge:
Facts about India and other countries: basic facts, geography, tourism, transport systems, personalities, places, history, constitution, economy, writers, literatures, Indian States and Union Territories, international organizations. General Science: branches of studies, scientific instruments and appliances, physics, chemistry, biology. Sports and games. Important events, movements, leaders, places, years. Writers, authors, biography, autobiography. Abbreviations.
2. Part A — General English:
Spotting errors, vocabulary usage, sentence completion, synonyms, antonyms, reconstruction of sentences, one word substitution, idioms and phrases, grammar, correct usage of articles, prepositions, singular and plural.
3. Part A — Reasoning:
Analogy, classification, series completion, coding-decoding, blood relation, direction sense test, alphabet test, number and ranking, puzzle test, odd man out, general intelligence.
4. Part A — Quantitative Aptitude:
Number system, fraction and decimals, simplification, volume and surface areas, square roots and cube roots, problems based on numbers, speed, time and distance, simple interest, compound interest, boats and streams, problems on trains, percentage, interest, HCF and LCM, average, ratio and proportion, time and work, problems based on ages, profit, loss and discount, statistics, permutations and combinations, probability.
5. Part B — Operator (Crane):
Types of cranes and crane operations; different types of lifting methods; basic rigging methods including communication methods, check and maintenance of crane ropes, rope pulleys, shackles, load hooks and end fittings, standard safety practices; basics of electrical and mechanical systems including braking systems, operational interlocks, safety devices, latest technologies; safety procedures, first-aid and awareness of industrial rules and regulations; maintenance aspects in cranes including mechanical, electrical and electronics; basics of machineries including measuring methods; types of material handling equipment.
6. Part B — Operator (Pipe Bending):
Measurement tools such as vernier callipers and dial gauges; types of material handling equipment; maintenance aspects including mechanical, electrical and electronics; basics of electrical and electronics; basics of machineries; pipe bending processes; tools nomenclature; bench tools; drawings and standards including limits, fit and clearances; types of materials related to pipes; industrial safety and safety procedures.
7. Part B — Welder Cum Fitter [Welder/Welder (Gas & Electric)]:
Principle of welding; welding positions and WPS/PQR/WPQ; weld joint nomenclature and welding symbols; welding and cutting tools; welding techniques; welding defects and remedial actions; specification of welding rods as per AWS; gouging methods; welding of carbon steel, aluminium, austenitic stainless steel and high strength low alloys; pipe welding in copper, nickel and stainless steel; modern welding procedures including SAW, TIG, CO2 and electro gas welding; FCAW process with ceramic backing; one side welding for panel welding; testing of weld joints; safety procedures and first aid; types of material handling equipment.
8. Part B — Operator (Plate Preservation):
Types of painting; different types of blasting methods; safe operating procedures in painting and blasting; maintenance aspects in blasting and painting including mechanical, electrical and electronics; different types of lifting methods, tools, ropes and rigging in cranes including maintenance aspects; first aid; basics of machineries including measuring methods; types of material handling equipment.
9. Part B — Welder Cum Fitter (Fitter):
Tools bench wise and files; marking and measuring tools; limit, fits and tolerance; numerical ability covering mass, volume, density, unit conversion and unit system; physical properties of metals and specific usage; different joining methods; welding methods; overhauling of machineries; maintenance aspects; shaft alignment and shaft sighting; bedding or chocking of machinery foundations; safety procedures and first aid; types of material handling equipment.

Selection Process

1. Phase I — Objective type test:
Objective type online/offline test of 30 marks, 35 minutes duration
2. Phase II — Practical test:
Practical test in the relevant trade, 70 marks, based on marks obtained in the test. Held at HCSL, Howrah or as desired by HCSL.
3. Total marks:
100 marks
4. Minimum pass marks:
Unreserved candidates — 50% of total marks of each test; OBC candidates — 45% of total marks of each test only for vacancies reserved for OBC; SC candidates — 40% of total marks of each test only for vacancies reserved for SC
5. Certificate verification:
Candidates scoring minimum pass marks and above in the objective test are shortlisted for certificate verification in order of merit and reservation. Only those who successfully complete certificate verification are shortlisted for the Phase II practical test.
6. Mark list and ties:
Mark lists are prepared per post from the objective test. Where candidates secure the same marks, marks scored in the trade section decide the order; in case of a further tie, relative merit is decided on seniority in age.
7. Rank list:
Prepared on total marks secured by candidates passing both Phase I and Phase II, with the same tie-breaking rules
8. Shortlisting rights:
Depending on the number of applications received, HCSL reserves the right to scrutinise applications and shortlist candidates on eligibility ascertained from the certificates submitted; only shortlisted candidates may attend the selection process

Reservation Details

1. Reservation Policy:
Reservations apply for SC and OBC (Non-Creamy Layer) categories as per government norms.

Document Requirements

1. Original certificate verification:
Original certificates of shortlisted candidates will be verified at the time of joining or at another stage decided by HCSL. Candidature is purely provisional, subject to verification of originals proving age, qualification, experience, caste, disability and medical fitness.
2. False information:
If candidates are found not to meet eligibility requirements, fail to produce original certificates, or if any information furnished is found false or incorrect at any stage, candidature will be cancelled or rejected without further notice
3. Annexure-II undertaking:
Applicants serving in Government departments/organizations must submit the Annexure-II undertaking along with certificates, declaring they have informed their employer, providing reporting officer details, and consenting to HCSL contacting the employer; any employer objection will nullify the claim for selection.

Important Instructions

1. Canvassing:
Canvassing in any form will be a disqualification
2. Travelling allowance:
No travelling allowance is paid for the objective type test. SC/ST candidates attending certificate verification or the practical test at HCSL are reimbursed single to-and-fro sleeper class rail or bus fare by the shortest route from the mailing address given in the application, on production of proof and on submitting the front page of a savings bank passbook with account number and IFSC code.
3. Call letters:
Call letters will not be sent by post. Shortlisted candidates will be informed by e-mail to download the call letter, and the selection schedule will be intimated by e-mail or through the HCSL website www.hooghlycsl.com (Career page).
4. No right conferred:
Mere submission of an application by e-mail and issue of a call letter confers no right to acceptance of candidature, is not an acknowledgement of fulfilling the eligibility criterion, and does not constitute an offer of appointment
5. Medical examination:
Candidates shortlisted for appointment must undergo medical examination at hospitals prescribed by HCSL; appointment is subject to verification of medical fitness by the Medical Officer of HCSL
6. Character verification:
Appointment of selected candidates is subject to verification of character, PCC and antecedents, and of caste certificates where applicable
7. Rank list validity:
Rank lists are maintained for all posts and operated only if a vacancy occurs during their validity, which is up to 18 months from the date of reporting of the last candidate advised to join on publication of the result, unless a fresh notification is issued for the same post
8. Right to modify:
HCSL reserves the right to restrict, alter, cancel or modify the recruitment process without notice or assigning any reason, and the right not to fill the notified vacancies
9. Retention of documents:
All documents related to this selection will be preserved for two years from the date of publication of results
10. Jurisdiction:
Any legal proceedings arising out of this advertisement may be instituted only in the Courts, Tribunals or Forums at Howrah/Kolkata, which have sole and exclusive jurisdiction
11. Amendments:
Any amendment, modification or addition to this advertisement will be given on the HCSL website only
