Selection Process

Document Requirements

1. PEME Form A (Part I):
Candidate to fill and sign; paste recent passport‑size photograph; photograph and candidate signature to be attested/certified by the examining doctor; include left‑hand fingerprints.
2. PEME Form B (Part II):
To be fully filled, signed and dated by the examining doctor covering general examination and investigations (e.g., CBC, lipid/LFT/KFT, BT/CT, VDRL, urine/stool, chest X‑ray, ultrasound whole abdomen, ECG, 2D Echo, PFT, audiometry, eye exam incl. pink perception, ENT, CNS, mental status).
3. PEME Form C (Part III) Medical Certificate:
To be completed and signed by the examining doctor and Chief Medical Officer/Civil Surgeon/Authorised Medical Officer of nominated hospital.
4. Additional investigations:
TMT and ultrasound prostate for males above 35 years; obstetric/gynecologic examination for females (not for pregnant ladies); Fire & Safety candidates must also submit Form D (lower limbs examination).
5. Original test reports:
Enclose original reports of all lab tests/investigations along with the PEME forms; incomplete or unsigned/unstamped formats will be rendered invalid.

Important Instructions

1. Reimbursement of test charges:
Where tests are undertaken on advice of the designated authority and paid by the candidate, IOCL will reimburse consultation/test charges as per approved norms on submission of receipts, irrespective of fitness outcome.
2. Appeal timeline and board:
Apply within two weeks of communication for reconsideration; a medical board (Head of Medical, one IOCL doctor from another unit, one concerned specialist, and one Government doctor not below District Chief Medical Officer or representative) will re‑examine.
3. Appeal deposit:
₹ 4,000 to be deposited for reconsideration/re‑examination; refundable only if declared FIT on re‑evaluation; travel/accommodation for re‑examination is borne by the candidate if declared UNFIT by the board.
4. Liability to declare prior unfitness:
Applicants previously found UNFIT by any IOCL location/unit, Government authority or other PSU must declare the condition and reasons; suppression may lead to rejection.
5. Transgender candidates:
To be examined as per the standard format; medical examination to be conducted at par with female candidates.

Disqualification Criteria

1. Height and weight limits:
Male height < 147.0 cm; Female height < 142.5 cm (specified relaxations); weight < 40 kg; BMI beyond 30 (≤35 yrs) or beyond 32 (>35 yrs) with systemic involvement disqualifies.
2. Hypertension/heart disease:
Hypertension with target‑organ effects, ischaemic heart disease, organic/valvular/congenital heart disease with clinical signs are disqualifying (benign arrhythmia not per se).
3. Respiratory disorders:
Uncontrolled bronchial asthma (Technical functions), COPD Stage III or above, and history of lobectomy/pneumonectomy are disqualifying.
4. Neurological/psychiatric:
Seizure disorders, Parkinsonism, ataxia, psychosis or other major neurological disorders are disqualifying.
5. Renal/hepatic/endocrine/metabolic:
Cirrhosis or progressive hepatic conditions, chronic renal failure, diabetes with complications, thyrotoxicosis and pituitary disorders; single functional kidney acceptable only if ≥80% function with requisite nephrology clearance and tests.
6. Hearing thresholds:
Unable to hear whisper at 2 feet (both ears); noise‑induced hearing loss ≥50 dB at 4 kHz up to 35 yrs or ≥60 dB beyond 35 yrs (both ears); AB gap >50 dB; bilateral nerve deafness above 60 dB are disqualifying.
7. Ophthalmic (Technical/Drivers):
Colour blindness (partial/total), night blindness, squint leading to vision impairment, one eye functional, glaucoma, visual acuity outside prescribed ranges, and specified fundus pathologies are disqualifying.
8. Musculoskeletal:
Deformity of spine or any limb, congenital or acquired, that impedes efficient discharge of duties is disqualifying.
9. Skin conditions:
Oil acne and occupational dermatoses (Technical functions) and pemphigus are disqualifying.
10. Malignancy/autoimmune/hematologic:
Malignancy of any type; collagen diseases (e.g., SLE, Polyarteritis nodosa, Wegener’s); autoimmune diseases; blood dyscrasias and coagulation disorders including sickle cell, hemophilia, thalassemia major are disqualifying.
11. Chronic infections/adenopathy:
Chronic debility and atypical infections; adenopathy due to granulomatous disease (e.g., tuberculosis, sarcoidosis) are disqualifying.

Other Information

1. Fire & Safety standards (additional):
Male height ≥165 cm (female ≥157 cm) with specified relaxations, male chest 81–86 cm with ≥5 cm expansion, weight ≥50 kg (male)/≥46 kg (female); eligible vision 6/6 (better eye) without aid, no colour/night blindness; must not have knock knee, flat foot, squint eyes or stammering.
